Mission

At Rogers Policy Consultancy (RPC), our mission is to empower communities, strengthen institutions, and advance ethical governance at the intersection of technology, policy, and people. We believe that meaningful change begins at the grassroots level — and that the most effective policy solutions are built with communities, not just for them. Through strategic consulting, advocacy, and education, we work to ensure that every person has a voice in the systems that shape their lives.

We are policy professionals, community organizers, and advocates who have seen what works — and what doesn't. Our vision is a policy landscape where equity is the default, not the exception. Where data drives decisions but never overrides human dignity. Where the communities historically left out are centered, heard, and empowered. About The Founder

Fabian Rogers is a policy professional and community organizer with 8+ years of experience bridging government, technology, and grassroots advocacy. As founder of Rogers Policy Consultancy (RPC), he partners with agencies and organizations to advance ethical, equitable policy solutions.

His career spans senior legislative advisory roles, federal policy engagement, and direct community organizing. He has advised White House stakeholders on AI rights frameworks, contributed to the Biden-Harris administration's AI Bill of Rights, and organized campaigns that influenced 23 federal, state, and city bills on surveillance and biometric regulation.

Fabian's policy expertise is grounded in community. As a tenant leader in Brooklyn, he coordinated advocacy for 1,000+ residents, halted harmful surveillance installations, and generated national media coverage on housing, environmental, and technology justice.

He holds a Master of Policy Management from Georgetown University and a Bachelor of Arts from Lafayette College. Fabian is a National Urban Fellow and Posse Foundation Leadership Scholar.

Fabian believes the most effective policy is built with communities, not for them. Whether advising federal agencies or organizing tenant associations, he brings the same commitment: translating complex systems into actionable change that centers those most impacted by the decisions.
